Initializes a new instance of the class, with specified update rate, percent deadband, and locale.

Parameters

requestedUpdateRate: How often should the updates be received (number of milliseconds).
percentDeadband: The percent change in an item value that will cause an update.
locale: The language to be used by the server when returning values.
