Creates sequence data from bits of an unsigned integer value, given the primitive data type for the bits.

- The primitive data type to be associated with the elements.
The value of this parameter can be null

- value
- The value to be converted to a sequence of bits.
- bitCount
- The number of bits from the value to be converted.
Valid values of this parameter are in the range from 0
to 2147483647 (Int32.MaxValue)
.
Return Value
This method never returns null
(Nothing
in Visual Basic).
