Initializes a new instance of the class, with given value, status code, source timestamp and picoseconds, and server timestamp and picoseconds.

statusCode: The status code associated with the value.
sourceTimestamp: The source timestamp associated with the value.
sourcePicoseconds: The number of picoseconds intervals which shall be added to the .
